Learning to drive in Costa Mesa: lower speed limits and new cycle tracks

Costa Mesa recently lowered many speed limits. A 2024 city traffic survey (opens in a new tab) reviewed 137 road segments and recommended lower limits on 76 of them. A 2021 state law, AB 43, gave cities more room to lower limits where many people walk and bike. New signs followed the study, so a map app may show an older limit. Trust the posted sign over your phone. Check the limit again each time you turn onto a new street.

Costa Mesa is also adding separated bike lanes. Near Orange Coast College, it planned cycle tracks on Adams Avenue between Harbor Boulevard and Fairview Road. The city set summer 2026 for completion. At Adams Avenue and Pinecreek Drive, it removed two free right-turn lanes to slow turning cars. On State Route 55, Caltrans plans repaving and wider lane stripes (opens in a new tab) to cut down on hydroplaning. Before a right turn, look for bikes beside you, and turn slowly at corners with crosswalks.

The path to a license in Costa Mesa
