Your DL 400C, the certificate the DMV asks for.
Included with the 30-hour course and mailed to you by USPS. Bring the original to the learner's permit visit.

The official DL 400C is printed and mailed to you after the student finishes the course. Keep the original ready for the DMV visit.
The DL 400C is the California DMV certificate that proves a teen finished driver education outside a classroom, such as an online course. It is what the DMV asks for at the learner's permit visit. With the DMV-licensed course sold here, the official DL 400C is included in the $49.95 price of the 30-hour course, and it is mailed to you by USPS when the student finishes.
How do I get the DL 400C?
Finish a 30-hour driver education course from a DMV-licensed school. Only DMV-licensed schools can order the DL 400C form, so a course from an unlicensed website cannot give you one. The course sold here is DMV-approved and taught under California Internet Instruction license E0159, and the certificate is included.
- Enroll on Stallion's secure enrollment page (opens in a new tab) and pay $49.95 once for the 30-hour course.
- Enter accurate student information and the full mailing address, including any apartment number. It is used to print and mail the certificate.
- Finish the course online at your own pace. Progress saves when the student logs out.
- The official DL 400C is mailed to you by USPS. Bring the original to the DMV permit visit.
Will the DMV accept the DL 400C from this course?
Yes. The DL 400C is the DMV's own numbered form, issued only by DMV-licensed driving schools, and it is the certificate the DMV asks a teen to bring to the permit visit. This course is taught under a DMV license (E0159) and sold by a DMV-licensed school (Stallion School of Driving, E0271), so the student arrives with the right certificate. You can check the license yourself on the DMV's Occupational License Lookup (opens in a new tab), or see our step-by-step check of both license numbers.
Stallion School of Driving, a DMV-licensed driving school in Chico (license E0271), sells this DMV-approved course.
What is the DL 400C?
The DL 400C is a numbered DMV form, not a document the school designs itself. On the DMV's certificate order form, OL 400, its full name is the "Certificate of Completion of Non-Classroom Driver Education." DMV web pages often use the shorter name, Certificate of Completion of Driver Education.
Only DMV-licensed driving schools can order it. The OL 400 says the form "will only be accepted for DMV Licensed Driving Schools," and schools receive the certificates in books of 100. With each order, a school reports the first and last certificate numbers it used over the past 12 months.
Because it is a paper form, it comes by mail. It is not sent by email and there is no printable version. A copy for your own records does not replace the original at the DMV.
When do you need the DL 400C?
You need it at the DMV permit visit if the student is between 15½ and 17½. The DMV's driving school page says plainly: "You must bring it when you apply for your permit at a DMV office." Bring it with the identity, residency, application and parent or guardian items on the DMV's learner's permit page; our permit visit checklist lists them.
A student in an integrated classroom-and-driving program may bring a Certificate of Enrollment instead. A student over 17½ can get a permit without the driver education and training certificates, but cannot take the drive test until 18.
How is the DL 400C different from the DL 400B and DL 400D?
The DL 400C proves driver education done outside a classroom, and the DL 400D proves behind-the-wheel training. The DL 400B is the classroom version of the education certificate. All three are on the same DMV order form.
| Form | Full name on the OL 400 | What it proves | When the student brings it |
|---|---|---|---|
| DL 400B | Certificate of Completion of Driver Education | Classroom driver education | Permit visit |
| DL 400C | Certificate of Completion of Non-Classroom Driver Education | Driver education outside a classroom, such as an online course | Permit visit |
| DL 400D | Certificate of Completion of Behind-The-Wheel Training | Six hours of behind-the-wheel training from a licensed school | Drive test |
The DL 400D comes from the school that gives the 6 hours of driver training. That may not be the school that ran the online course, so a student can end up with certificates from two different schools. Keep both originals with the permit.
How does the DL 400C arrive, and when?
After the student finishes, the physical certificate is printed and mailed by USPS to the address on the student's account. Delivery time varies, and we do not publish a number of days because we cannot promise one.
What if the DL 400C is late, lost, damaged or wrong?
