Learning to drive in Lake Forest: the I-5 and El Toro Road interchange

The I-5 interchange at El Toro Road, where Lake Forest, Laguna Woods and Laguna Hills meet, has long ramp queues. Caltrans and OCTA are studying an interchange project (opens in a new tab) to cut ramp queues and improve signal timing. The draft environmental document came out in July 2026, and public comment ran through September 14, 2026. Final approval is expected in early 2027. Until then, if a ramp line backs up, wait in it; do not block the intersection behind you.
