Learning to drive in San Rafael: the Freitas Parkway roundabout and Harbor Bridge repairs

North San Rafael has a new roundabout at a busy US 101 exit. Caltrans scheduled the Manuel T. Freitas roundabout (opens in a new tab) to open on June 8, 2026, at Civic Center Drive and Redwood Highway. The work also added a new bus stop and a northbound slip on-ramp. Caltrans' project page (opens in a new tab) set construction to wrap up by the end of June 2026. Coming off the freeway, slow down early, yield to cars already in the circle, and watch the crosswalks.

Downtown, northbound US 101 crosses the Harbor Bridge. In September 2026, Caltrans began structural repairs there (opens in a new tab), with nightly lane closures from 11 p.m. to 6 a.m. The northbound off-ramp to 2nd Street was partly closed on some of those nights. Crews are adding steel shims and polyester concrete to restore the road's profile. The work was expected to take about one month. Expect narrow lanes at night, and keep a steady speed through the cones.

The path to a license in San Rafael

  1. Finish the online driver education course (30 hours, $49.95 with Traffic Tutors) and wait for the mailed DL 400C.
  2. At 15½, apply for the permit at the Corte Madera DMV office or any other, with the DL 400C and a parent's signature.
  3. Book the first behind-the-wheel lesson; the instructor validates the permit.
  4. Practice 50 hours with a licensed driver 25 or older, 10 at night, while finishing the 6 training hours.
