Learning to drive in Oakland: I-980 and new East Oakland roundabouts

Oakland packs several freeways into a small space, and Interstate 980 shows how tight it gets. The Vision 980 Study (opens in a new tab) describes a 1.6-mile freeway between I-880 and I-580 that cuts West Oakland off from downtown. Caltrans finished Phase 1 in November 2025 and expects a Phase 2 feasibility study to begin in 2026. Ideas include a freeway cap or a boulevard, so this road may look different someday. For now, interchanges come close together. Read the overhead signs early and settle into your lane before each split.

Neighborhood streets carry their own risk. Safe Oakland Streets (opens in a new tab) reports that every week, two Oaklanders are killed or badly hurt in crashes. In February 2026, Caltrans announced state funding for East Oakland streets (opens in a new tab) such as 81st and 85th avenues. The work calls for 22 new roundabouts, 157 new crosswalks and 81 speed bumps. As these go in, ease off the gas on each approach and give way to cars already circling. Treat every fresh crosswalk as a place where someone may step out.

The path to a license in Oakland

  1. Finish the online driver education course (30 hours, $49.95 with Traffic Tutors) and wait for the mailed DL 400C.
  2. At 15½, apply for the permit at the Oakland DMV office or any other, with the DL 400C and a parent's signature.
  3. Book the first behind-the-wheel lesson; the instructor validates the permit.
  4. Practice 50 hours with a licensed driver 25 or older, 10 at night, while finishing the 6 training hours.
  5. After 6 months with the permit and at 16 or older, take the drive test. Dates: age date tool.
