Learning to drive in Santa Cruz: Highway 1 through town and a road safety plan
Inside Santa Cruz, State Route 1 carries buses, bikes and people on foot as well as cars. Caltrans plans a Santa Cruz pavement project (opens in a new tab) on that stretch that will make 40 crosswalks at 18 intersections easier to see. It also adds bike boxes at six intersections, two bus stops at Western Drive and better pedestrian islands. Construction is set for fall 2027 to summer 2028. At a red light with a bike box, stop behind the box, and never turn right across a waiting rider.
The city is also working on street safety as a whole. Santa Cruz adopted a Vision Zero policy (opens in a new tab) in August 2019. The policy aims to stop all fatal and serious crashes on city roads by 2030. A new Road Safety Action Plan was set to go to the City Council in October 2026. It draws on past crashes, risk factors and community input. Drive at or below the posted speed, and slow down further near schools and busy beach streets.
The path to a license in Santa Cruz
- Finish the online driver education course (30 hours, $49.95 with Traffic Tutors) and wait for the mailed DL 400C.
- At 15½, apply for the permit at the Capitola DMV office or any other, with the DL 400C and a parent's signature.
- Book the first behind-the-wheel lesson; the instructor validates the permit.
- Practice 50 hours with a licensed driver 25 or older, 10 at night, while finishing the 6 training hours.
- After 6 months with the permit and at 16 or older, take the drive test. Dates: age date tool.
