Driving in Santa Cruz County: Highway 1 backups and San Lorenzo Valley roads
On Highway 1 in Santa Cruz County, peak-hour backups are the main local challenge. Caltrans says several bottlenecks (opens in a new tab) slow traffic in both directions and push drivers onto local streets to avoid delays. Its project from Freedom Boulevard to State Park Drive adds auxiliary lanes, bus-on-shoulder service and Segment 12 of the Coastal Rail Trail. Construction was scheduled to begin in winter 2026 and finish in spring 2028. Practice merging early from on-ramps, and change lanes only when you can see a safe gap.
Inland, State Route 9 runs through the San Lorenzo Valley, where people walk along the highway. Caltrans counted several pedestrian crashes, two of them fatal (opens in a new tab), in five years near Felton. It is adding a sidewalk from San Lorenzo Valley High School toward Graham Hill Road, with construction listed through winter 2027. On State Route 17 (opens in a new tab), Caltrans plans to fix 13 worn culverts so the road does not fail. That work is set for December 2027 to November 2028. On valley roads, slow down near the school, watch the shoulder for people, and ease off before every blind curve.
