State Route 78 is the freeway through Vista, and it is being repaved. Caltrans' SR-78 Asset Management Project (opens in a new tab) covers 80 lane miles from Emerald Drive in Vista to Broadway in Escondido. It also upgrades signals, signs, lighting and 48 guardrail systems. Construction began in May 2025 and will run through 2027. Expect some ramps and lanes to close overnight. Plan night drives around posted closures, and give crews behind the barriers extra space.

Vista has added roundabouts to calm neighborhood traffic. A new one at Foothill Drive and Oak Drive (opens in a new tab) was scheduled for construction from January to March 2025. The city says roundabouts can cut serious collisions by up to 75% (opens in a new tab). Residents can also petition for roundabouts or speed humps on their own streets. Ease off the gas as you near one, and let circling cars go first. Use your right signal to show where you will leave.

The path to a license in Vista

  1. Finish the online driver education course (30 hours, $49.95 with Traffic Tutors) and wait for the mailed DL 400C.
  2. At 15½, apply for the permit at the Oceanside DMV office or any other, with the DL 400C and a parent's signature.
  3. Book the first behind-the-wheel lesson; the instructor validates the permit.
  4. Practice 50 hours with a licensed driver 25 or older, 10 at night, while finishing the 6 training hours.
